医学生物学領域に関する国際原則 (The international Guiding Principles For Biomedical Research Involving Animals) は、10の原則からなります。
9つ目の原則です。
1. It is the responsibility of the institution to ensure that personnel responsible for the welfare, care, and use of animals are appropriately qualified and competent through training and experience for the procedures they perform.
（私訳）動物の福祉、ケア、使用について責任ある個々の研究者には、適切に資格が与えられ、訓練や経験を通して自身が行う手技を満たせるよう、研究機関は努めなければならない。
（解説）研究者個人ではなく、所属研究機関に責務がある
2. Adequate opportunities shoudl be provided for on-going training and education in the humane and responsible treatment of animals.
（私訳）動物の人道的で責任ある扱いに関する訓練と教育に関して、適切な機会が提供されなければならない。

3. Institutions also are responsible for supervision of personnel to ensure proficiency and the use of appropriate procedures.
（私訳）機関はまた、個々の研究者が習熟できるよう指導すること、そして、適切な手技を用いることに対して責任を負う
（解説）
動物を適正に扱うことに関して、個々の研究者や現場の作業者に任せるのではなく、その所属機関の責任で、研究者や作業者に動物を適正に扱うよう指導、学習、訓練される必要性が述べられています。
機関全体で責任を負うということです。例えば、A大学のBさんが、不適切な動物実験を行った場合、その責任は、Bさんにあるのではなく、A大学全体にある、ということになります。Bさんが不適切な動物実験を行ったのは、Bさんを適切に指導できなかった管理者側（大学側）にあるということです。
