医学生物学領域に関する国際原則 (The international Guiding Principles For Biomedical Research Involving Animals) は、10の原則からなります。
2つ目の原則です。
1. The use of animals for scientific and/or educational purposes is a privilege that carries with it moral obligations and responsibilities for institutions and individuals to ensure the welfare of these animals to the greatest extent possible.
（私訳）科学や教育目的で動物を使用することは、特権であり、この特権には研究所や実験者が動物の福祉を可能な限り最大限確保する道徳的義務と責任が付随する。
（解説） 動物実験は、無制限の特権ではない、そこには義務と責任がついてくる。
2. This is best achieved in an institution with a culture of care and conscience in which individuals working with animals willingly, deliberately, and consistently act in an ethical, humane and compliant way.
（私訳）このことが最も達成されるのは、ケアと道義心の文化をもつ研究所においてである。そのようなところでは、個々の実験動物従事者は、倫理的、人道的、法律に従った方法で、積極的に、ていねいに、首尾一貫して行動している。
（解説）動物福祉を保証する義務や責任をはたすには、機関・研究所単位での実践が必要。
3. Institutions and individuals using animals have an obligation to demonstrate respect for animals to be responsible and accountable for their decisions and actions pertaining to animal welfare, care and use, and to ensure that the highest standards of scientific integrity prevail.
（私訳）動物を用いる研究所や研究者には、動物に対する尊敬の念をあらわす義務がある。そして、動物の福祉、ケア、利用に関する自分たちの決定や行動に責任をもち、説明しなければならない、また、最高水準の科学の健全性が普及するよう務めねばならない。
（解説）まず、動物に対する敬意、犠牲になってくれていることに対する敬意、を表すこと。このような敬意をもって、説明責任と科学的健全性（他の誰にも影響されない中立的な）の普及に努める。
最後の分のscientific integrityという言葉は、初めてみる言葉です。
日本語では、「科学の健全性」と呼ばれているようです。
